Peter didn't have one because he got one in GoF, and he was a spy. But Sirius didn't seem to know about them in GoF. I know musesfool has written a post about it. (A while ago, now, though.) There seems to be a fanon conception that Bellatrix is the only femal DE, so Narcissa wouldn't have one, (and no one's saying she's a DE) but it wouldn't always signify who you could trust.
